Apply for an Overnight Parking Permit
Please read the following standards and qualifications carefully.
PERMIT REQUIRED
Under La Habra Municipal Code (Section 10.20.180) it is unlawful for the owner or driver of any vehicle to allow such vehicle to remain standing in any street in the City between the hours of 2 a.m. and 6 a.m. without a permit.
DENIAL
Your application for a parking permit may be denied for one of the following reasons:
1) If there is adequate room to park all vehicles on the premises, the application will be denied. Permits shall be considered on a basis of need and not solely for convenience.
2) All vehicles at your residence, including those for which parking permits are not applied for, must be currently registered at the address listed.
WHAT YOU WILL NEED TO SUBMIT:
A copy of all the vehicle(s) registration(s) that are listed on the application, including trailers, boats, off-highway vehicles, and motor homes. *Parking permits are not issued to motor-homes, boats, trailers, trucks with campers larger than a shell, commercial vehicles, or vehicles in excess of 6,000 lbs. gross weight.
THE PERMIT DOES NOT EXEMPT YOU FROM THE FOLLOWING CALIFORNIA VEHICLE CODE (CVC) STORAGE AUTHORITY:
22651 (i) - When a vehicle has 5 or more unpaid parking violations on file with the DMV, the vehicle may be towed.
22651 (j) - When a vehicle is found parked and there are no license plates or other evidence of registration, the vehicle may be towed.
22651 (k) - If a vehicle is parked or left standing upon a highway for 72 or more consecutive hours, the vehicle may be towed.
22651 (o) - If the vehicle registration is expired 6 months or more, the vehicle may be towed.

HOW LONG HAS THE OVERNIGHT PARKING ORDINANCE BEEN IN EFFECT?
Since 1969.
WHY DO I HAVE TO HAVE AN OVERNIGHT PARKING PERMIT?
Some of the benefits of restricting parking on the streets include: reduced opportunity for vehicle-related crimes, enhanced neighborhood aesthetics, efficient street sweeping, and improved access for emergency, utility or road repair vehicles.
WHEN DOES THE OVERNIGHT PARKING GET ENFORCED?
It is enforced Monday-Friday between the hours of 2 a.m. to 6 a.m. It is not enforced on recognized holidays. The city is worked in grids/area to ensure equal enforcement throughout the city. Some areas may get cited more frequently due to it being a high complaint area.
WHAT IF I HAVE A COMPANY CAR?
We are not providing permits for company vehicles.
WHAT CAN I DO TO PREVENT CITATIONS WHILE MY APPLICATION IS BEING PROCESSED?
You may call for FREE TEMPORARY OVERNIGHT PARKING (562) 383-4362. This number can be used five times per vehicle for seven (7) consecutive days per year. This can also be used for visitors.
WHAT HAPPENS IF MY PERMIT IS APPROVED?
You will receive a call. You must then pick up your permit(s). If you do not pick up your permit(s), even if you have been approved, you can be cited for Overnight Parking. The permit must be applied to the left center of the rear bumper. If the permit is applied anywhere else, you will be cited and need to replace the permit.
WHAT HAPPENS IF MY APPLICATION IS DENIED?
You will receive a call. If there are problems with the registration, you must fix them and then you may re-submit your application.
Reminder: Permits are issued based on need and not convenience. If you have adequate space in your driveway, you will be denied a permit.
CAN I CONTEST MY PARKING CITATION?
Yes. You will need to contact Citation Processing Center via phone, in writing or online at 800-989-2058, Citation Processing Center P.O. Box 10479 Newport Beach, CA 92658.
WHAT IF I HAVE A DISABLED PLACARD?
If you have a disabled person placard or license plate, we ask that you complete an application and a permit will be issued to you at no charge.
CAN I PARK ON MY LAWN?
No. The City of La Habra Municipal Code (Section 18.10.050) prohibits any vehicle being parked on the lawn. The vehicle will be cited.
Please note: All Parking Applications must be submitted in person at the Police Department. We do not accept parking applications via email. Please complete Pages 1 and 2 of the application.
